Abstract

Taolingkou Reservoir is located on the Qinglong River, a tributary of the Luan River. The dam site is in the north of Sandaohe Village, Qinglong County, Hebei Province. It is a large-scale control hub project for comprehensive utilization of water supply, irrigation, power generation, and breeding. The Qinglong River basin covers an area of ​​6,340km2, with a controlled basin area of ​​5,060km2 above the dam site, and an average annual runoff of 960 million m3. Due to uneven distribution of rainfall and runoff, water resources can only be fully developed and utilized by building large-scale control projects. As early as the Luanhe River Basin planning in the 1950s, the Taolingkou Reservoir was a proposed project in the planning layout. Since then, the preliminary survey, design, research and demonstration work has been continuously deepened and improved in the past 40 years. In August 1989, the State Council approved the Taolin Kou Reservoir project design brief. In December 1991, the Ministry of Water Resources approved the preliminary design with the Regulations (1991) No. 12, and the country officially included it in the construction plan for 1992, becoming the "Eighth Five-Year Plan" period.
